OWI 3rd Offense Dismissed; driver's license spared and State pays for all costs of prosecution

OWI 3rd offense dismissed after Grant Gangestad successfully argued that the officer lacked reasonable grounds to invoke the implied consent procedure after a narcotics canine allegedly indicated on client's vehicle.  Client's driver's license spared.  State forced to pay all costs of prosecution of the offense.
