Fourteen minutes not sufficient to exercise rights to contact an attorney or family member

Polk County, Iowa. Prosecutor agrees to amend OWI to reckless driving after State agrees that allowing GRL Law's client less than 14 minutes to contact a family member or attorney violated state law.  Client's license spared.
