OWI 2nd amended to reckless driving and public intox

OWI 2nd Offense in Story County was amended to reckless driving and public intoxication.  The State agreed to suppress the results of the breath test due to the officer not advising the client about his right to an independent test after he asked if a blood test was available.  The client's driver's license was spared.
