OWI First Dismissed

Boone County Iowa.  Operating while intoxicated first offense charge was voluntarily dismissed prior to trial by the County Attorney following depositions where the Client was found talking on his cell phone in his parked vehicle in a field entrance.  The officer was unable to articulate sufficient evidence that the client was intoxicated during depositions.
